Dean was born in Hays, Kansas on January 11, 1927 to Iva Dale Springer and Allen Perry Bolin. He was the youngest of six children, his sister Elaine and brothers Perry, Homer, William and Keith. He grew up in Maryville, Missouri and graduated Maryville High School in 1945.
He moved to California to join his brothers and worked at the shipyards and North American Aviation prior to joining the U.S. Marine Corp. where he served in World War II and Korea. He was honorably discharged in 1952. He then returned to California to work at North American Aviation, which would later become Rockwell International. He worked there for over 30 years and would retire from Logistics on the B-1 Bomber program.
During that time, he lived in Hermosa Beach, California with his wife Patricia, step-son Gary and daughter Carol. He was also a member of the Masonic Lodge. His step-son Gary would follow in his footsteps by joining the U.S. Marine Corp. and his daughter Carol would also later join him at Rockwell working on the B1-B program.
He would get divorced in 1977. He met Marilyn a few years later in Colorado and they were married in 1979. After his retirement from Rockwell in 1986, Dean and Marilyn moved to Las Vegas, Nevada.
He spent his time helping his brother, Homer by managing his apartments and assisting Marilyn with her hair salon. He enjoyed being a member of the Korean War Veterans Association chapter in Las Vegas. In 2014, he traveled with Honor Flight and a group of veterans to Washington D.C. to tour the memorials. He also enjoyed visits from his daughter, Carol, her husband Don and their daughters Jamie and Jessica. He had many beloved pets over the years. He enjoyed dining out, attending church and the many friendships made during his years in Las Vegas.
